The freeholds themselves, in this case, were little valued by the pos- sessors, except as a means of securing a vote, and the freehold vote possesses considerable elasticity and adaptability to a political purpose of this kind.

It is the oldest kind of suffrage, and exists in several forms. It is simply necessary to show that the person claiming to be put upon the register has a clear annual interest in freehold property to the amount of forty shillings ; it is independent of residence or pay- ment of rates.

A person may reside in London and qualify for North- umberland ; in fact, he can, if he chooses, qualify for every county in England and Wales. All that can be said of the experiment is, that it answered the main purpose, but in other respects its success was so very equivocal, that it encouraged no speculation in freeholds.
